| Description: | This position is responsible for developing and managing relationships with local, regional and national foundations in order to secure grants that meet annual goals of Goodwill Industries of the Coastal Empire, Inc. The position is responsible for working with governmental and community leaders to establish and maintain effective relationships with key external audiences. |
| Duties: | Research and Cultivation
-Monitor federal, state and local web sites and other sources for RFP announcements and inform the Vice President of Workforce Development and program staff of relevent RFP's.
-Identify and research availability of public and private funds, in response to program needs, as anticipated by program staff.
-Develop letters, agreements and other materials, as needed for President & CEO and others representing GICE programs.
-Design and coordinate follow-up contact to possible funders and sponsors after contact has been made by senior staff, etc.
Proposal Development
-Develops a comprehensive grants strategy to cultivate and develop capital resource prospects for the Workforce Development Department, inclusive of attention to overall mission, programmatic and financial goal setting, and departmental budget targets.
-Coordinate all RFP application, sponsorship and other funding proposal activities, including planning, writing, document gathering, internal and external communications and final submissions.
-Serve as collaborating writer and editor for all RFP applications and grant proposals, working with relevent program staff.
-Work with finance staff and relevent program staff to develop accurate budget information for all RFP applications and grant proposals.
-Ensure all applications are responsive to the RFP or grant requirements and that both the content and format are compliant with the funders' requirements; ensure that the correct forms are utilized for all necessary attachments.
-Oversee final production, ensuring relevant attachments are included; oversee mailing and/or electronic submission of applications and proposals.
Reporting Requirements
-Communicate with grant/contract points of contact, in conjunction with program staff, as appropriate.
-Coordinate with relevant departments to ensure timely submission and that all aspects of interim and final reports to funding agencies, entities and sponsors, as required by the funding agreements, are complete.
-Develop a list of funding requirements that impact grant compliance (e.g., assuring reasonable efforts on minority owned/small business concerns and other requirements that could impact competitive standing, if not met) and ensure requirements are being met.
-Develops appropriate reporting instruments to convey the progress of research and status of active applications.
-Coordinate with appropriate program staff to ensure all requirements are met and documented.
-Ensure all contracts and grant files are updated and accurate.
Tracking
-Ensure multi-year funding and sponsorship agreements are up-to-date; coordinate with Finance to ensure applicable payments are
up-to-date.
-Ensure that funded programs are responsive to the overall mission of SFN and do not conflict or compete with member activities.
-Develop, monitor and report on Goals and Budget for the Grants & Development Department, including grant and sponsor related revenues.
-Completes reports to federal, state, and private agencies.
-Composes rules and guidelines for proper grant management.
-Follow-up on submitted applications and proposals, as well as with potential funders.
Non-Essential Duties and Responsibilities
-Serves as liaison for the Vice President, Workforce Development and the agency with government and community based organizations.
-Assists in planning, organizing, and conducting various internal and external activities for the Workforce Development Department, such as stakeholder meetings, facility tours, open houses, networking events, and program events.
-Attends interagency meetings, as necessary, to represent the Vice President, Workforce Development and Goodwill Industries of the Coastal Empire.
-All other duties as assigned by the Vice President, Workforce Development.

| Qualifications: | -Bachelor's Degree with a minimum of 5 years of documented development experience/accomplishments focusing on identification and attraction of public and/or private funds.
-Demonstrated knowledge of government application processes and award management, as well as familiarity with federal grant writing and experience with grant proposals, is required.
-Knowledge of federal government funding streams and cycles is a plus and experience with proposal writing and securing private funding is required.
-Experience managing budgets is also highly desirable. Will possess the ability to work independently as well as in a team environment.
-Knowledge of community resources, labor market trends and employers in the community.
-Must possess excellent verbal and written communication skills
-Must be able to effectively analyze and interpret general business periodicals, journals, technical procedures, or government regulations.
-Must possess the ability to effectively present information in one-on-one and small group situations to members, donors, business partners and other employees of the organization.
-Ability to work effectively with people in a facilitating manner.
-Ability to work effectively as a member of a team and to build positive relationships with other staff, customers and their families, employers, representatives of community service providers, and with the community.
-Manages responsibilities independently with only general direction, ensuring that applicable agency policies, state and federal laws and generally accepted procedures and practices are followed.
-Strong organizational and computer skills (MS Office) are required; keen attention to detail is a necessity.
-The ability to manage multiple tasks with various deadlines and the ability to prioritize are essential.
-Requires outstanding interpersonal and diplomatic skills, strong analytical and quantitative abilities.
-Must work well under pressure and be willing to work additional hours during critical times.
-Must be a self-starter and an independent thinker with creative abilities.
-Must acquire a thorough knowledge and understanding of the agency's mission and dedication in helping Workforce Development fulfill that mission.
-Must adhere to the agency's policies and procedures in maintaining confidentiality and compliance with HIPPA regulations.
-Must be able to pass a criminal background investigation and drug screening.
-Must have independent, reliable transportation with at least the minimum auto insurance as required by law.
